A UK government review published March 25 recommends temporarily suspending crypto donation use in political funding over foreign interference risks. The report, led by Philip Rycroft, highlights regulatory gaps that could allow foreign funds to influence UK elections.

The Rycroft review stated that a lack of oversight regarding cryptocurrency donations creates opportunities for foreign funds to enter into UK politics. It added that there is a limited ability to track such funds. 

According to the report, a primary risk to maintaining transparency regarding political finance is the weak oversight of how money enters political circles. The Rycroft review further indicated that fragmented regulations create similar obstacles to transparency.

As an interim measure, Rycroft proposed that all crypto donations should be halted. This would remain until stronger statutory safeguards were put in place to protect against potential foreign interference.

The proposed suspension will occur via amendments to the Representation of the People Bill, which is currently being considered in parliament.

Cryptocurrency Donations Enable Foreign Interference?

According to the Rycroft review, citing briefings from security agencies, “foreign interference in UK politics is real and persistent.” In addition, the review indicates that the nature of these crypto donations can create multiple layers of transactions. 

This allows the donor to circumvent reporting requirements and remain undetected. The Rycroft review points out that donations less than £500 do not require the same level of compliance and therefore create additional monitoring loopholes in the system. 

The review also highlights that there is a challenge associated with identifying who ultimately owns the cryptocurrency that flows through the crypto donation channel.

The Rycroft review further states that this threat is growing in tandem with escalating geopolitical tensions globally and an increased use of technology to influence democratic processes. Artificial intelligence (AI) may also increase the ability to use cryptocurrency donations and mislead or deceive the public since it can generate financial structures automatically.

Prior to this publication, a parliamentary committee had already advocated for an immediate ban on crypto donations before the next general elections. Now that regulatory agencies have acknowledged these vulnerabilities, they are expected to provide updated guidance to reduce these risks.

Implementing Regulations Regarding Crypto Donation Activity

Rycroft emphasized that the suspension of cryptocurrency donation activities is not intended to become a long-term ban. Instead, it provides regulatory bodies with time to develop frameworks in response to evolving technologies in cryptocurrency and blockchain.

The report indicates that if regulated properly, crypto donation activity could continue under close supervision from the Electoral Commission. Further recommendations include limiting cryptocurrency transaction activity to exchanges that are registered in the United Kingdom to improve transparency.

Currently, the level of crypto donation activity is unknown. Since no crypto donation transactions have exceeded disclosure thresholds, there is still little known about the scale of this activity. This unknown level of activity heightens concerns that undisclosed financial influences exist within politics.

Increased Political Pressure Around Crypto Donation Laws

Reports of substantial political contributions in cryptocurrencies emerging in 2025 led to the Rycroft committee. Reform UK became the first political party in the United Kingdom to formally accept crypto donations as financial support. 

These included multi-million-dollar worth of crypto donations from investor Christopher Harborne. Following this event, significant pressure began building from both politicians and regulatory bodies.

During this period, seven Labour Party members urged Prime Minister Keir Starmer to ban crypto donations. The Rycroft review noted that there is no emergency situation at present, but indicated that these risks will grow unless strong measures are taken to prevent them.
