A newly recovered document suggests a $5 million agreement was arranged to secure support for $LIBRA.

The file was reportedly recovered from the phone of Argentine trader Mauricio Novelli, and it shares the details of the payment structure tied to the promotion of the token. The agreement allegedly involved payments linked to a public endorsement by Argentine President Javier Milei.

According to the document, the deal listed out a number of payments worth about $5 million connected to the launch of $LIBRA.

The plan included $1.5 million paid upfront in cash or liquid tokens. Another $1.5 million would be paid once Milei publicly announced on social media that the blockchain entrepreneur Hayden Davis was acting as his advisor.

The final $2 million was expected to be paid after a contract was signed in person between Milei and Davis; the contract involves a consulting service related to blockchain or artificial intelligence for the Argentine government.

According to the details shared by the investigators, the file was created on February 11, 2025, three days before Milei posted a tweet about the project and before the $LIBRA token was launched.

Davis, the CEO of Kelsier Ventures and the creator of the $LIBRA token, had previously met with Milei and his sister Karina Milei at the Argentine presidential palace, the Casa Rosada. One of those meetings reportedly took place on January 30, 2025.

Shortly after the meeting, Novelli celebrated what he described as a major deal. Based on the reports from the draft contract between Davis and Milei, files were extracted from Novelli’s devices that were seized during the investigation into the $LIBRA case.

Calls Surrounding the $LIBRA Tweet

Investigators shared that according to the reviewed phone records show several calls between Novelli and the president shortly before and after the tweet promoting $LIBRA was posted on February 14, 2025.

The records suggest that Novelli contacted Milei minutes before the post went live. And also, Karina Milei’s calls followed immediately after the token began circulating in the market.

Later that evening, when the value of $LIBRA began to fall, more calls were made between people involved in the project, including conversations with legal contacts and advisers.

Authorities believe the calls may have been part of an effort to manage the situation as the controversy regarding the token grew.
